Customer Match is Google Ads' feature for uploading your first-party customer list (emails, phones, mailing addresses) so Google can match those users to their Google accounts and let you target, bid up, exclude, or seed lookalikes across Search, YouTube, Display, Gmail and Shopping. It is the Google equivalent of Meta's Custom Audiences.

Yes for API uploads; Google's UI uploader can hash on the client side for you. Either way the data leaves your machine hashed; unhashed uploads are dropped.
